Best POC Author is  ......T L Huchu author of The Library of the Dead, a dystopian fantasy set in Edinburgh, a book I love to bits!  TL aka Tendai is originally from Zimbabwe and now calls Edinburgh home.  I love the world he created in this novel along with its great cast of characters.  My review will be published next year.
