Best Character Development  is  ......Assassination Classroom, the grinning maniac on the cover, Koro Sensei starts off the series as a sociopathic potential mass murderer, destroyer of the moon and teacher of a class of misfits, misfits who want to kill him.  He ends the series as a hero, a mentor, a much loved teacher and friend.  I’d say that is quite the development!
